　　海南省副省长李国梁代表：基数不同、发展的阶段不同，经济工作的重心也会发生变化。现在经济增长一个百分点的增量，相当于5年前1.5个百分点。关于经济增长情况，应该更关注GDP增长绝对值，财富的增加量，而不仅仅是增长率。

　　对海南来讲，重点工作之一就是要在调结构和补短板中寻找经济发展的着力点。首先要补齐思想认识和管理创新上的短板，在体制机制创新上寻找发展动力。最近，国务院同意海南开展服务贸易创新发展试点，在制定试点方案时我们思考的办法就是从政策上寻找突破点。其次，补齐产业结构的短板。“十三五”期间，海南将重点发展“旅游、互联网、农业、制药、健康医疗”等产业，形成以服务业为主的、多个骨干产业支撑的格局。海南没有落后产能包袱，拥有发展的后发优势和产业政策优势，只要加大力度补齐各项特别是人才短板和基础设施短板，加强“五网（路网、光网、电网、气网、水网）”建设，经济下行压力将会成为发展动力。（黄晓慧整理）
