海南省修改县乡人大选举细则流动人口可参加现居住地选举

　　本报海口5月29日电  （记者黄晓慧）近日，海南省人大常委会表决通过了《关于修改〈海南省县乡两级人民代表大会选举实施细则〉的决定》，放宽了流动人员在现居住地参选的条件，流动人口在异乡也能参加县、乡两级人大代表选举。

　　新的《海南省县乡两级人民代表大会选举实施细则》中规定：“流动人员原则上应当在户口所在地参加选举。在选举期间不能回到户口所在地选区登记的，可以委托其他选民或者所在单位代为办理登记。”同时，“在现居住地连续居住一年以上的流动人员，本人愿意参加现居住地的选区选举的，可以凭居住证明和户口所在地选举委员会出具的选民资格证明在现居住地的选区进行选民登记”。

　　对于不设区的市、市辖区、县、自治县、乡、民族乡、镇等，《细则》规定“可以设立流动人员参选登记站，发动流动选民主动登记。”同时，考虑到那些无法取得联系人员的选民登记存在困难，《细则》规定：“在选民登记期间无法取得联系的人员，暂时不予选民登记。但选举日前取得联系的，应当予以补办选民登记手续。”
