建管分离 专业化管理
海南试点重点公路项目代建制

　　本报讯 记者何伟报道：海南省政府近日批复了《海南省深化公路建设代建制改革试点方案》，意味着今后海南重点公路项目建设将委托给业绩和信用良好、管理能力强的专业公司代建，以提升项目专业化管理水平，为海南路网建设助力加油。

　　“代建方相当于项目法人聘请的大‘管家’，委托其承担项目建设管理等，项目法人则依据合同对其实施监督。”海南省交通工程建设局局长吕晓宇说。

　　有关专家称，实行代建制，就是打破以往政府“投资、建设、监管、使用”多位一体的模式，实行“建管分离”和“专业化管理”，改变过去交通主管部门既当裁判员，又当运动员的做法。

　　海南省交通运输厅有关负责人称，公路代建作为现代公路建设管理的一种新模式，可充分发挥市场机制的作用，提升项目管理专业化水平，有效保证工程质量、安全、工期、投资等建设目标的实现，是交通建设管理体制改革的重要内容。

　　据了解，海南省委、省政府将全省公路建设代建制改革纳入今年省重点改革工作方案，提出由省交通运输厅牵头推进公路建设代建制改革。据悉，公路建设代建制试点范围为2015年及以后新开工的国省道重点项目、试点期为2015年至2017年。
