海南海口市市长倪强代表——惠民举措落到实处

　　“十二五”期间，海口市投入民生上的支出占财政支出的70%以上，民生的方方面面都得到提升，赢得了群众称赞

　　政府工作报告提出，用中国梦和中国特色社会主义凝聚共识、汇聚力量，培育和践行社会主义核心价值观。“海口开展‘创文创卫’以来，不仅街道干净了，城市变美了，市民文明程度提高了，而且干部的作风也转变了，干劲更足了，老百姓获得感越来越强。”全国人大代表、海南海口市市长倪强告诉记者，海口开展“创文创卫”是社会主义核心价值观从观念形态转化为实践形态的一次尝试。

　　干部作风的转变成为海口“创文创卫”活动所产生的“附加值”，培育出了海口市党员干部“5+2、白加黑”“钉钉子”“马上就办”和“拍拍看”四种精神。倪强代表告诉记者，现在，党员干部身披红马甲、手持小红旗在路口指挥交通，劝阻闯红灯等不文明行为，扶老携幼，传递正能量，成为了一种“新常态”。

　　“创文创卫”赢得了百姓的诚心点赞。在“十二五”期间，海口市在民生上的支出占财政支出的70%以上，尤其是启动“创文创卫”以后，民生投入占财政总支出超过75%，民生的方方面面都得到提升，惠民举措落到了实处。

　　“文明城市创建是加强社会主义核心价值体系建设的基础性工程，是推动物质文明建设的强大精神力量。”倪强代表说，2015年海口市在“创文创卫”模式的引领和带动下，经济实现稳中求进、逆势上扬，全年地区生产总值增长7.5%，社会固定资产投资增长23.2%。
