“保险+期货+扶贫”为海南胶农脱贫蹚新路

　　本报海口9月14日电（记者王晓樱）海南金融工作会议日前在海口召开，记者从会上获悉，“保险+期货+扶贫”项目自今年6月在白沙落地以来，目前已在全省5个国家级贫困市县实现全覆盖，这一创新的金融模式为海南胶农脱贫蹚出了一条新路。

　　海南是我国重要的天然橡胶生产基地。目前全省共有胶园813万亩，全年干胶产量36.11万吨，占全国总产量的42%，橡胶从业人员有200多万人，其中胶农人数75万人。近年来，由于橡胶市场价格持续低迷，尤其是2015年，橡胶价格跌破每吨1万元，低于每吨的成本价1.5万元，导致海南胶农割胶积极性下降、入不敷出，许多胶农对胶林弃割弃管，甚至不少胶农因此返贫。

　　对此，海南保监局等有关部门探索运用“保险+期货”的创新模式，启动天然橡胶“保险+期货+扶贫”项目试点。在天然橡胶承保方面具有丰富经验的人保财险海南省分公司顺利承接了该创新项目。项目以海南天然橡胶价格为切入点，为白沙、琼中、临高、五指山、保亭等五个国家级贫困县胶农提供约1.8亿元的保险保障，通过保险途径解决因胶价持续低位徘徊而导致胶农“欲种不能，欲罢不忍”的困境，将助推10000余户胶农实现脱贫。

　　人保财险海南省分公司副总经理徐青介绍，“保险+期货+扶贫”项目采取以下操作方式：第一环节，胶农或涉农企业通过购买保险公司开发的橡胶产品价格险，确保胶农收益。第二环节保险公司通过购买期货公司风险管理子公司天然橡胶的场外看跌期权进行再保险，以对冲天然橡胶产品价格下降可能带来的理赔风险。第三环节，期货公司风险管理子公司在期货交易所进行相应的复制天然橡胶看跌期权操作，分散天然橡胶价格下跌风险。
